(Firefox, tested on FF2 [needs reload or restart]
DOES NOT WORK on FF3)
Have you ever clicked any scrollbar arrow button?
Sure not.
And how long is it that you dragged a scrollbar to scroll some content for the last time?
Yes, you cannot remember, because since you use mousewheel (or other device with similar purpose) and/or Firefox extension such a "Scrollbar Anywhere" or "Grab and Drag", scrollbars are useful only to let you know that the content is larger than its container and which part you are actually looking at.
So, what about removing those arrows and making the rest tinier?
"Scrollbar Anywhere" extension (simple, recommended):

"Grab and Drag" extension (fancy):

Thanks / see also / notes:
Scrollbar hidden / hide scrollbars totally (more 'radical' :] )
Fx: Scrollbars, adjustments (this one actually inspired me)
