For installing in Google Chrome as a userscript: Use Chrome switch --enable-easy-off-store-extension-install

Right click on the Google Chrome shortcut you use > Properties > Tab named Shortcut appears > Edit field Target to say:
C:\Users\ExampleName\AppData\Local\Google\Chrome\Application\chrome.exe --enable-easy-off-store-extension-install
To use this style, install Firefox and Stylish. If you already have Stylish, make sure this site is allowed to run JavaScript.

Works as long as GMail tells you No new mail! See what people are talking about on Google+

The CSS selector targets an empty mail folder where the empty message contains a link to plus.google.com. Trash, Spam and Drafts all have empty messages without this link, so the trick is only triggered on an empty Inbox.

/!\ UPDATE! Only works if you're not on Google+. I wasn't.
If you are the empty inbox text is just "No new mail". No links, nothing to sink a CSS hook in. Bummer.
