Compacts the new Google bar to 52px high on all* Google services on the .com and .ca domains. It also makes the Google logo and design consistent across all services.

Gmail, Google Calendar, and Google Docs may have a minor positioning error on the hover menu I can't figure out how to fix, let me know if you have any ideas.
Google+'s logo is not effected by the logo unification.
*Services that do not yet have the new bar implemented will still not have the new bar and will not be compressed.
