XGA環境だとnowaのポータル（総合）TOPのFlashがうざい、というご意見から。
お知らせまで消すとちょっとアレなので、見出しにマウスオンで表示するようにしました。
多分このスタイルは、関西弁の人が『バーを掴んで動かせるGM』を作るまでの命。
