theme menu fix

there's an error prevalent in a lot of themes relating to the Bookmarks menu. the menu sometimes acts differently than the normal one and almost always has a delay on mouseoff. this is a template to fix the problem. this is specifically for the Black Japan theme.

Note: You can tell what this does by looking at the little folder icons in the bookmark menu. Without this, on mouseoff, there is a delay before the folder closes so that there are two open folder icons, one the closed and one the opening. With this, there is no delay, so there is only ever one open folder. (Might be that it's not noticeable on machines faster than mine, i'm not sure since I can only test on mine)
