This style makes the dropmarker depress (or shift/displace) when hovered upon... it also provides you with a nicer looking (though larger) dropmarker image with which to see the effect... also, it narrows the space between the icon-image and the dropmarker some. The purpose of this style is to enhance the looks of the browser, to make it easier to see when you are over the dropmarker, so that you're not accidentally clicking on the button-image when you mean to open it's menu, and to save toolbar space. From the source below:

Toolbars need to be set to small icons without text. Toolbars also must be set to "max-height 25" or so at most (and setting a min-height for toolbars doesn't hurt in this context). Otherwise, don't place [type="menu-button"] buttons on those toolbars (if those toolbars are, or become, larger than ~25 pixels). Some buttons get broken regardless (usually due to improper image-icon size), and will need to be tailored individually.
