



Firefox's scroll doesn't appear until the page becomes longer than the window. When it does appear, the page can seem to jerk to the left a little. IE always shows the scrollbar and doesn't have this jerk.

It doesn't affect HTML/XHTML/CSS renderring itself, and some people really do prefer the scrollbar to work that way. What's it matter whether it's standards-compliant or not? Choice is good.
eeeerrr... IE shows the scrollbar due to a *bug* in it's HTML/XHTML/CSS parser. a browser should *not* show any scrollbars, unless the page exceeds the width/height of the window.
making Firefox less standards-complying is not the best idea out there, IMHO, albeit that's only an opinion. :)
